CONFIDENTIAL.
Sir,

REG MAY 15
GOVERNMENT HOUSE,
HONGKONG, 29th. March, 1915.
I have the honour to transmit for your informa- -tion the enclosed brief note of a conversation which took place here in January last between Lir. K. Uchida, Japanese Commissioner of Agriculture and Commerce, who visited this Colony with a view
to enquiring into openings for Japanese manufactures rendered
possible by the war in Europe, and representatives of the Chinese
Chamber of Commerce.
The Japanese Commissioner was introduced by
the Japanese Consul-General, who had previously informed this Government of the advent of the mission. The note of the conversa-
-tion was furnished to me recently by a Chinese who was present and its correctness is vouched for by others who were also present.
An interesting point in the interview is the
fact that the person who acted as interpreter and posed as a Chinese was discovered by the Chinese present to be a Japanese disguised in very correct Chinese dress.
